So, what is the deal with a storm bolter being worth variable points (less) without termie armor, and (more) when coupled with terminator armor?

If you are using one shooting (vortex or gate) power, and Gate is the upgrade to a strombolter worth using? This would basically only by used on turns you gate, right ?

(this is based on librarian-smite or vortex-gate-terminator armor)

If you take a look at the Captain/Master wargear, they too can take a stormbolter cheaper in power armour than they can in termie armour (infact, the stormbolter is not an option with termie armour, and you're charged 10points more than the libby if you want it!)

The storm bolter is naturally optional for librarians because of smite which far exceeds the stormbolter at everything but range. In the rare case where you need that little extra range (thanks to a bad Gate scatter), then the stormbolter is helpful, though I'd pack a combi-melta to give the Libby a little anti-vehicle kick while maintaining some of that ranged potential

I don't know the combi weapons in general seem like a points dump, but this could be my mental block and not reality. It really sucks to be near the end of the game with no way to pop a vehicle, though. I'll need to consider this. I'm also torn on the vortex vs smite. Smite seems a little more predictable, but if I'm reading the rules right, the relentless rule allows you to move use vortex and if you're feeling really lucky, assualt, AND you have the 24" range too!

Believe me, there is nothing worse than watching that scatter dump the blast template right on your own models. I almost cried when I lost 4 devastators because 1 plasma cannon shot scattered right back on them....

Indeed, a fleeting termie libby with vortex attached to a fleeting assault termie squad really packs a punch. Personally, give it a try and see what happens! It might work really well for you =)
